Madam High Commissioner,
We thanks for your report, and we applaud its emphasis on the principle basic accountability. commend his recent leadership on human rights in Libya. As you said, "the Libyan people has been suffered for a long time of serious excesses by the leaders of Libya."
In this regard, since accountability begins at home, we ask whether his office has begun to reflect on how, in recent years, the United Nations and its system of human rights could have shown more solidarity with Libyan victims. offer five specific questions:
1. Given that their responsibility is to integrate human rights throughout the UN system, we ask: When Qaddafi's regime was chosen to be a member of the Security Council for 2008 and 2009, when its representative was elected President of the General Assembly in 2009, when Ayesha, daughter of Cor. Gaddafi in 2009 was appointed Goodwill Ambassador for the UN, why not express your opinion?
2. According to a study of all its statements published from September 2008 until June 2010 , not even once mention human rights in Libya. Why?
3. His report referred to the strong support of his office to the Durban process, for which he served as Secretary General of the 2009 World Conference on Racism. When a representative of the Libyan regime was chosen to chair the conference planning committee for two years, and to chair the main committee, why not express your opinion?
4. When Qaddafi's regime, was elected as council member last year, why not express your opinion?
5. His report covers the Council Advisory Committee. In 2008, ignoring the request of UN Watch and 25 human rights groups, the Council elected to that body to Jean Ziegler, co-founder of the Muammar Gaddafi Award for Human Rights, a tool of propaganda for the regime. Last year he was named vice chairman of the committee. Why not express your opinion?
Now would you ask the recipients of this award, former Cuban President Fidel Castro in 1998, Venezuelan President Hugo Chavez in 2004, Nicaragua's President Daniel Ortega in 2009, and the Turkish PM Erdogan in 2010, forgo that prize and apologize to all victims of human rights, past and present, of Colonel Muammar Gaddafi?
